The Second Iraqi Nonviolence Forum
and Fourth Conference of the
Iraqi Civil Society Solidarity Initiative

The Iraqi Nonviolence Group, “La'Onf,” together with NOVACT, the Iraqi Civil Society Solidarity Initiative (ICSSI), and other Iraqi and international partners will convene the Second Iraqi Nonviolence Forum this year in Basrah, in southern Iraq, on October 20-22. The second day of the Forum will include the Fourth Conference of the Iraqi Civil Society Solidarity Initiative (ICSSI).
More than 200 Iraqis, including peace and nonviolence activists, representatives of Iraqi NGOs, trade union members, members of the media, university professors, authors, and intellectuals are expected to attend the Forum and participate in its working sessions. The Iraqis will be joined by activists from the Middle East, Europe and North America who will share experiences from their societies with the Iraqis while learning about current nonviolence and civil society activities in Iraq.
Building upon our previous Forum held in Shaqlawa, Erbil in 2009, the Second Iraqi Nonviolence Forum will present current information about nonviolence activities in Iraq, how nonviolence ideology and practice is developing, and the prospects for the future growth of a nonviolence movement in Iraq and the neighboring region. Our goals are:
1. To provide strong support for nonviolent strategies to address problems that prevent effective state and community building in Iraq.
2. To recognize the extremely high price the Iraqi people have paid due to the violence caused by foreign occupation and by the regime left in power after the occupation forces withdrew; to encourage peace-building projects and efforts to promote freedom so that this suffering is ended; and to reject violence as a tool for change or resistance.
3. To acknowledge the political crises that Iraq is experiencing, especially the lack of productive dialogue and discussion about how to solve the Iraqi peoples’ and society’s problems. The Forum encourages all blocks and factions to pursue development and the creation of a better tomorrow for Iraq, by becoming active partners in building structures that promote dialogue, discussion, and cooperation with government authorities and other institutions.
4. To affirm the important role that nonviolent tactics and strategies can play in advancing security, providing vital services, and ending corruption.
5. To defend Iraqi civil society against forces that would limit citizens’ rights and freedoms, curtail the freedom of expression, or oppose trade unions and their right to organize.
In order to further these goals, to seek solutions to Iraq’s problems, to promote a peaceful gathering, and to defend Iraqis’ rights and freedoms, we convene the Second Iraqi Nonviolence Forum in Basrah. We come together to advance the following ethics, values and hopes:
1. The Forum depends upon cooperation and voluntary work; participants reject all lavishness at this event, focusing instead on creating the best possible content and providing simple and basic accommodations, logistics and technical support in order to assure the success of the Forum.
2. Participants in this Forum advocate nonviolence as the most effective strategy for expressing our goals and promoting change and reform.
3. The Forum seeks to contribute to the building of a strong and vital Iraqi civil society that opposes corruption, provides services and assistance to the most people at the lowest cost, and promotes voluntarism and non-profit work.
4. The Forum is a concrete and vital step towards convening the Iraqi Social Forum, in Baghdad, in 2013. The organizing committee of the Iraqi Social Forum will be officially established during the nonviolence forum.
5. The Forum will include, during its second day, works of the 4th ICSSI Conference, including sessions on water resources, trade unions and workers’ rights, freedom of expression, sports for peace, children’s health and other ICSSI campaigns.

منتدى اللاعنف العراقي الثاني - البصرة

أولاً : معلومات اساسية
شكلت جماعة لاعنف العراقية ومنظمة نوفا ومبادرة التضامن مع المجتمع المدني العراقي ، لجنة تحضيرية متكونة من مجموعة ناشطين واتحادات ونقابات ومنظمات مجتمع مدني في البصرة جنوب العراق ، لعقد منتدى اللاعنف الثاني في البصرة - جنوب العراق وذلك للفترة 20-22 اكتوبر2012 . سيتضمن المنتدى ومن خلال اعمال يومه الثاني انعقاد المؤتمر الرابع لمبادرة التضامن مع المجتمع المدني العراقي.
من المؤمل حضور اكثر من ( 250 ) شخصية عراقية واجنبية ، من ضمنهم عدد مهم من ناشطي وناشطات اللاعنف و ممثلي المنظمات غير الحكومية و وسائل الاعلام المختلفة بالاضافة الى ممثلي النقابات والاتحادات الفاعلة على الساحة العراقية. كذلك سيشارك عدد من الاساتذة الجامعيين وادباء ومثقفين. كما سيساهم في هذا المنتدى وفود عربية ومن اوربا والولايات المتحدة ، وممن خبروا التجربة العراقية وكانوا على مقربة منها.
وامتدادا لمنتدى اللاعنف الاول والذي انعقد في مدينة شقلاوة – اربيل في العام 2009، فان منتدى اللاعنف الثاني سيقدم معلومات حول مستجدات فعاليات جماعة لاعنف في العراق، وكيف تطور العمل اللاعنفي في العراق وما هي التطلعات المستقبلية لنمو هذه الحركة في العراق ودول المنطقة المجاورة.
اهدافنا تكمن فيما يلي:
1- لتقديم دعم فعال لاستراتيجيات اللاعنف في معالجة المشاكل التي تعيق بناء الدولة والمجتمع في العراق.
2- وفي الحث على بناء السلام والمشاركة في الحد من التجاوز على الحريات ورفض مشاريع العنف التي تطرح كأداة للتغيير او المقاومة ، والتي دفع خلالها الشعب العراقي ثمناً باهضا بسبب الاحتلال الاجنبي. و لتشجيع مشاريع بناء السلام والجهود للدفاع عن الحرية ولانهاء المعاناة، ورفض العنف كاداة للتغيير والمقاومة وخاصة بعد خروج قوات الاحتلال من العراق.
3- وحيث ان بلدنا يمر بأزمات سياسية تطفو على السطح من حين لاخر تحتاج الى حوارات مكثفة وحلولا تشاورية، نعتقد بان جميع الكتل والتيارات المختلفة مسؤولة عن إيجاد الحلول الناجعة لتمكين العجلة التنموية من الارتقاء والوصول الى مراتب اكثر اقترابا من السلام والرفاهية وتحقيق غداً افضل للمجتمع، نعتقد اننا في اللجنة التحضيرية في منتدى لاعنف الثاني 2012 ممكن ان كون شريكا فعالا في مسألة البحث عن حلول للمشاكل العالقة من خلال الحوار والتشاور والتعاون مع السلطات الحكومية والشخصيات والمؤسسات ذات الصلة.
4- كما نؤكد على الدور المهم الذي ممكن ان تلعبه قوى اللاعنف لتحقيق اكبر قدر ممكن للتقدم في ملفات: الامن والخدمات والتصدي للفساد والمفسدين.
5- بوعي لحجم التحديات التي يواجهها المجتمع المدني العراقي، مجددين الدعوة الى مقاومة محاولات البعض للتشويش على حرية التعبير ومصادرة الاراء والوقوف بوجه عمل النقابات والاتحادات بذرائع شتى.
من اجل كل هذا ، ولكي نجد حلولا مجتمعية لكل مشاكلنا، ومن اجل حرية التجمع والتظاهر السلمي، نعقد منتدانا اللاعنفي الثاني في البصرة.
ثانياً : محور اخلاقيات المنتدى
اتينا معا من اجل القيم والاخلاق التالية:
1- يبني المنتدى اخلاقياته على اسس التعاون والعمل الطوعي ويرفض مبدا التنظيم الباذخ لمثل هذه المناسبات والصرف غير المبرر وصرف المبالغ المالية لقاء اي مشاركة ، ويركز على المحتوى ويوفر الامكانات الاساسية والبسيطة من امور فنية و لوجستية ، وبما يساهم في انجاح هذا المنتدى .
2- يؤمن الشاركون في هذا المنتدى بالخيار اللاعنفي كخيار للتغيير والتعبير ويدافعون عنه بكل ما اتو من اساليب النضال اللاعنفي امام اي محاولات لتمييعه او مصادرته او تغييبه .
3- يسعى المنتدى لاعطاء صورة اخرى للمجتمع المدني مبنية على اساس مكافحة الفساد داخله وعلى اساس العمل الطوعي والعمل غير الربحي والمبني على اساس تقديم الخدمة والمساعدة باقل كلف ممكنة ، ورفض المتاجرة بمعاناة الفئات الضعيفة ومحاولات الكسب من خلال رفع لافتات العمل الطوعي والإنساني.
4- المنتدى هو خطوة فعالة في سبيل عقد المنتدى الاجتماعي العراقي في بغداد عام 2013، وان اللجنة المنظمة للمنتدى الاجتماعي العراقي ستكو رسميا مؤسسة خلال منتدى اللاعنف.
5- يتضمن المنتدى عقد اعمال المؤتمر الرابع للمبادرة الدولية للتضامن مع المجتمع المدني العراقي (ICSSI) وتتضمن ورشة حول المياه وانقاذ نهر دجلة وحول حرية التجمع وتنظيم النقابات وحرية التعبير والرياضة من اجل السلام وصحة الاطفال.
ثالثاً : دعوة للتسجيل للمشاركة في هذا المنتدى

بالنسبة لغير العراقيين والذين بحاجة الى فيزا لدخول العراق ، يجب عليهم ان يسجلوا بغضون 10 سبتمتبر ، وان يرسلوا لنا نسخ من جوازات سفرهم وذلك ليتسنى مفاتحة الجهات المختصة و استحصال الفيزا لهم .
نطلب من جميع المنظمات العراقية والنقابات والذين يخططون لحضور المنتدى بالتسجيل بالسرعة الممكنة ، لتضاف اسمائهم الى قائمة المنظمات التي سترسل الى الدوليين بغضون نهاية شهر اب ، لتشجيعهم على المشاركة.
رابعاً : الدعم والمصاريف :
منتدى اللاعنف العراقي الثاني ، منتدى مبني بالاساس على العمل الطوعي. يتحمل المشارك/ة تكاليف النقل الخاصة به من والى البصرة.
سيكون بإمكاننا تحمل تكاليف الاقامة الخاصة بالمشاركين العراقيين القادمين من خارج محافظة البصرة ، كالقادمين من بغداد و كوردستان ومن المحافظات الاخرى ووجبة غداء خلال ايام المنتدى.
